The Office of the Northern Ireland Ombudsman is a popular title for two statutory offices:

A Local Development Officer is sought from the Community / Voluntary sector to work in support of the Pathways to Work for Lone Parents pilot project. The postholder will support the pilot which is operating in 3 Jobs & Benefits offices (JBOs) - Lisburn, Knockbreda and Shaftesbury Square.
The Local Development Officer’s role will be to support Personal Advisers and other JBO staff by forging links and working relationships between them and a wide range of organisations offering opportunities and support in the community to lone parents. Such organisations may include Extended Schools providers, Sure Start and other childcare providers, as well as voluntary and community sector bodies offering services to lone parents. Such links will -
i) optimise the flow of information about childcare and community initiatives to Personal Advisers and lone parents;
ii) provide opportunities for the Local Development Officer and local JBO staff and managers to market DEL products and services directly to the organisations and the lone parent client group; and,
iii) provide opportunities for the Local Development Officer and local managers and staff to influence voluntary and community groups providing services for lone parents to encourage the client group to become active in the labour market.

The Department for Social Development is responsible for urban regeneration and community development and for leading, co-ordinating and driving forward the government’s efforts to tackle deprivation. The Department’s mission – together, tackling disadvantage, building communities – encapsulates what we hope to achieve and within that context the Department is currently delivering a range of initiatives and programmes including the Community Support Programme.
The aim of the Community Support Programme is “To strengthen local communities, increase community participation and promote social inclusion through the stimulation and support of community groups, community activity and local advice services.” This programme is delivered in partnership with all 26 local councils in Northern Ireland.
A key responsibility of this post will be to review the current Community Support Programme 2006 – 2009 and development of the programme further for the period April 2009 – 2012. The post holder will be required to work closely with colleagues in the Voluntary and Community Unit and with other stakeholders. The postholder will also be responsible for the delivery of the Local Community Fund.

Banbridge District Council (BDC) is offering a secondment opportunity for a Home Safety Officer (15 hours per week).
The postholder will be responsible for undertaking and co-ordinating initiatives to increase safety and reduce accidents in the home. The postholder will target the households of older people and families with children under the age of 5years old, living in areas of deprivation. This will be achieved through the provision of advice, information, practical help, and support and safety equipment.
The postholder will be responsible to the Principal Environmental Health Officer (PEHO) at Southern Group Environmental Health Committee (SGEHC) through the Environmental Health Manager, Banbridge District Council where the Officer will be based. This is in relation to the overall direction of the project, co ordination of activities with the other Home Safety Officers and for gathering statistical returns.

The Department of Finance and Personnel has a secondment opportunity for a Delivery Review Consultant within the Performance and Efficiency Delivery Unit (PEDU).
Background
The underlying purpose of the Unit is to provide a focus for a much more radical approach to identifying ways of improving the efficiency, performance and delivery of all parts of the public sector in NI. This DFP Unit reports directly to the Minister for Finance and Personnel.
The role of the Unit will include the following:
(a) Assessing Departmental Delivery against key targets and commitments within the Programme for Government.
(b) Undertaking analyses and reviews of spending and performance in selected areas of public expenditure from within the programmes funded by the Executive and Assembly.
(c) Driving a focus on Performance Management within Departments and Agencies that emphasises the importance of translating financial inputs into measurable outputs.
(d) The Unit should also be able to challenge assumptions about our present organisational structures and how we go about the business of delivering services on the ground. This could extend to challenges as to the range and scope of activities undertaken within the boundaries of the public sector.
A Ministerial advisory panel has been established to provide the Minster with a separate source of advice. The panel comprises of 3 individuals who provide high calibre advice, expertise and experience in delivering step changes in services.
The Panel members are: Frank Cushnahan - a corporate banker by profession and former Chairman of Belfast Harbour Commissioners.
Sir Michael Barber - a leading expert on public service delivery and probably best known for establishing and leading the Prime Minister's Delivery Unit.
Dennis Licence – a retired Managing Director of First Trust Bank.

An opportunity has arisen for a Policy and Legislation Officer in Rating Policy Division within the Central Finance Group of DFP.
Rating Policy Division is responsible for reviewing current rating policy, developing new policies and legislating for final policy decisions arising out of the Executive’s further review of the domestic rating system. This review is one of the Executive’s top reform priorities and is both high profile and fast moving. It also has close links with other major reform programmes currently underway, including water reform and housing affordability.
The Division is also responsible for non-domestic rating policy. On this front, there are a number of key policies and procedures around the forthcoming Non Domestic revaluation, as well as the potential for other significant parity measures, which will also require further development work and legislation.
This post represents an opportunity to gain valuable experience by involvement in developing policy and drafting instructions for primary legislation as well as drafting subordinate legislation.

This post requires a combination of technical skills and strong inter-personal skills, and will involve frequent direct contact with Members, their staff and Secretariat staff in support of the ICT services on which the efficient operation of the Assembly depends. The Department for Social Development is one of eleven Government Departments established under the Northern Ireland Act 1998. URCDG has responsibility for the overall strategy for tackling social, economic and physical regeneration of cities, towns and urban areas in Northern Ireland. The primary function of URPU is to support, promote, facilitate, coordinate, advise and where necessary, lead the development, implementation and review of effective urban regeneration (UR) policies for the Department, drawing upon other sources of relevant expertise and knowledge as required. In fulfilling that responsibility the Unit will deploy its professional statistical and research resources to inform, monitor, evaluate and review the performance of policy programmes and related projects
The Unit is commencing a comprehensive review of DSD’s Urban Regeneration policy framework to assess performance to date and ensure that the right framework is in place for the future. This work will have strong links to implementing the Review of Public Administration (RPA) and taking account of the new policy and delivery landscape for delivering physical regeneration, area-based regeneration and community development.

In part it is self-financing through annual sales income but also receives direct sponsorship from the NI Court Service and the legal professions. It is the only legal publisher in Northern Ireland and is therefore of crucial importance to the NI legal profession. The programme is based in Queen’s University and SLS staff are employees of the University.

New Projects Executive with Action MS (AMS).
Action MS (AMS) was established in 1976 to provide support for people living with multiple sclerosis, their families and carers in Northern Ireland. It has a headquarters in Belfast and a north-west office in Coleraine. Services provided have been expanding and now include Careline, a free telephone counselling service, befriending, Medicare Breaks, Advocacy, support for children who have a parent with MS, focus groups for young people who have MS, information and support.
AMS plays a major role in working with the statutory sector to identify gaps in provision and seek a partnership solution. It is also involved in socio-medical policy research with a strong UK and (increasingly) All-Ireland perspective to link better understanding with resource planning and policy design. It is evident that AMS will need to increase further its scale and effectiveness of operation, and enhance its partnership working to respond with increasing effectiveness to a significant volume of need among the MS population.

The Middletown Centre for Autism is a joint North-South initiative with funding provided by the Department of Education, Northern Ireland and the Department of Education and Science, Republic of Ireland to enable the establishment of a centre for the purpose of supporting the promotion of excellence in the development and harmonisation of education and allied services to children and young people with autistic spectrum disorders (ASD).
It is not envisaged that Middletown Centre for Autism will act as a first tier service or replace local services, but will respond to referrals from those local services.
The Centre will promote collaborative working arrangements between the education services and other professional agencies, including health and social services and voluntary bodies in both jurisdictions.
The Centre will strive to achieve excellence in its provision. It will provide a model of best practice in assessing the educational needs of children and young people with an Autistic Spectrum Disorder and in establishing working partnerships with those involved in providing and operating services at local level.
The Centre will provide: -
-a lead for, and offer exemplars of educational intervention;
-a lead for the training of parents and professionals;
-a research facility; and
-an outreach support service complementing current and developing service provision.
The Centre is expected to begin to offer services on a phased basis from mid-2007.
An Executive Group made up of officials Special Education and Building branches from both Departments is currently running the project and is undertaking work to establish a limited company to run the Centre, appoint a CEO and senior management team and undertake the refurbishment of the Middletown site (formerly St Joseph’s Adolescent Centre) to house the Centre.
This is an important and innovative project, which aims to provide a unique all island facility for children and young people with autism. This secondment offers a unique opportunity to participate in the development of the Centre and its services.

Web Team Project Manager with Department of Finance and Personnel - e-Government Policy and Innovation Unit.
In January 2006 NICS Departments and their Agencies owned approximately 90 web sites. A study has been carried out to evaluate the feasibility of consolidating these web sites with a view to improving usability for citizens and reducing the cost of maintenance. The study produced a vision for a consolidated NICS web presence that has been agreed by the NICS Editorial Board and the NI e-Government Board. Work now needs to be done to complete a business case to secure funding to implement that vision. The scope of the web consolidation project will be NICS Departments and their Agencies.
Web Consolidation Project Manager
The Web Consolidation PM will: develop the business case and help to secure the requisite funding; manage the overall consolidation project, ensuring that the project is delivered on time and on budget; provide the requisite level of quality assurance and ensure that the project delivers the anticipated benefits.
A critical success factor for the project will be obtaining the commitment and buy-in of a wide range of stakeholders. The PM will be responsible for sustaining this commitment throughout the project and will support the Citizen Services Manager in initially gaining commitment from key stakeholders.
The PM will also ensure that OnlineNI is fully integrated with the NICS consolidated web site.
