The Head of Communications at the Consumer Council is a key member of the Senior Management team. The post holder will lead and advise on our corporate communications and engagement strategy while managing the communications section to provide a responsive, efficient and effective communications service, internally and externally.
They will be required to liaise with the media, the NI Assembly and the full range of Consumer Council stakeholders. They will also run major campaigns to support the Consumer Council’s work. ILEX is Northern Ireland’s only urban regeneration company and was established by the Office of the First Minister and deputy First Minister (OFMDFM) and the Department for Social Development (DSD) in July 2003 to promote the social and economic regeneration of the Derry City Council (DCC) area.
ILEX’s added value primarily comes from its co-ordinating, facilitating and influencing roles, and also from its ability to manage and drive forward complex development projects. The mission of the company is to champion sustainable economic, physical and social transformation in Derry~Londonderry and to this end in 2010 the company will launch both the Regeneration Plan mark II and the Investment and Delivery Plan.
The Executive Assistant will be key in supporting the CEO across a number of areas, with particular responsibility for;
• becoming the main point of contact for the regions outside of the city with regard to the Regeneration Plan mark II.
• in partnership with stakeholders, building upon the success of the city’s short-listing for the 2013 City of Culture nomination process and submitting the final bid
• implementation of Project Kelvin, which creates high speed international connectivity for the north west, enhancing the infrastructure and attracting much needed regeneration from potential international investors.
• Stakeholder engagement and management across the whole range of functions.
A primary purpose of the role is to support the CEO in identifying and managing existing relationships with stakeholders in order to deliver on the Corporate Objectives.

The devolution of policing and justice will lead to the establishment of a Justice Committee to advise and assist the Minister in the formulation of policy and to scrutinise the work of the Minister.
The Justice Committee is seeking a Support Officer; with knowledge and experience of the Justice sector to work within the committee team and to support the initial work of the Justice Committee as it establishes networks and agrees its forward work programme.

MATRIX’s main recommendation is the formation of Industry Led Innovation Communities (IICs) to access global market opportunities and to exploit Northern Ireland’s science and technological capabilities.
DETI will facilitate the creation of the Industry-led Innovation Communities. This will include assisting with the definition of model “rules of engagement”, and helping to establish early stage work plans and road maps for IICs.
A number of early stage IICs are already starting to form and DETI sees it as a priority to ensure that the appropriate support systems are developed as soon as possible.
Consequently DETI wishes to bring an experienced business perspective into the team to assist in the development of these support systems.
Up to two Co-ordinators with proven experience of management in the private sector of the Matrix Business Implementation Strand are sought based on the criteria below.

2 x Research Officer roles within NICVA’s Research Unit
NICVA is the Northern Ireland Council for Voluntary Action. It is Charity registered with Inland Revenue and a company limited by guarantee. NICVA is a membership and representative umbrella body for the entire voluntary and community sector of Northern Ireland. Its membership reflects the make up of the sector in terms of both thematic (issue based) and geographical representation.
The Research Unit’s aim and strategy is to contribute to and develop knowledge about the voluntary and community sector for the benefit of researchers, policy makers and organisations interested in the sector. The Unit undertakes a range of research projects generated both in line with NICVA’s own research strategy and on behalf of client organisations e.g. Northern Ireland Housing Executive and the Volunteer Development Agency.

An opportunity has arisen at ICT Level 5 to work on a specific policy requirement to develop a charity register for Northern Ireland. The IT Officer will be involved in developing and managing small/medium sized ICT Projects, and will also be involved in the out-sourced development and implementation of ICT systems for CCNI.

Between now and 2012, the London 2012 Inspire programme will be the key driver of participation in sport, culture, education, sustainability, volunteering and business opportunities across the UK. To help deliver this we are looking for someone who can engage with and support community organisations and work regionally/nationally as part of a UK-wide Inspire team. The successful candidate will become a Regional Inspire Programme Executive (IPE) in Northern Ireland for the London 2012 Inspire programme. The individual will be responsible for liaising with groups and stakeholders to source and shape applications for the Inspire Mark in the areas of sport, culture, education, sustainability, volunteering and business. The individual will work under the Nations and Regions Coordinator and alongside the Creative Programmer, under the auspices of the NRG Member and the 2012 consortia. About the Forum for Victims and Survivors
Article 6, Section 6 of the Victims and Survivors (Northern Ireland) Order, 2006 establishes a duty on the Commission to “make arrangements for a forum for consultation and discussion with victims and survivors.” The Commission is developing a pilot Forum which will be established and commence in September 2009.
The purpose of the pilot Forum can be summarised as:
• To facilitate consultation between the Forum and individuals and bodies relevant to the interests of victims/survivors.
• To provide for discussion between victims/survivors.
• To inform the work of the Commission for Victims and Survivors.
The aim of the pilot Forum will be:
• To facilitate consultation and discussion with victims and survivors of the Northern Ireland conflict.
The pilot forum’s secretariat will be housed within the Commission. The Commission may engage fieldworkers, on a temporary, part-time basis, to provide support to the Commission and to forum members on the ground.
The pilot forum will sit once per month and in addition members will serve on a committee, meeting once per month in its first year.

Working in the context of Local Government Reform, the postholder will be required to support the effective delivery of the Local Government Reform Programme by strategically designing and managing NILGA’s communications and processes, ensuring productive and proactive relationships with both internal and external stakeholders. Section 75 of the Northern Ireland Act 1998 requires public authorities, in carrying out their functions, powers and duties, to have due regard to the need to promote equality of opportunity and to have regard to the desirability of promoting good relations among a range of groups. Public Authorities, as defined by the legislation, are required by Schedule 9 of the Act, to have an Equality Scheme, approved by the Equality Commission, showing how they intend to carry out their duties. The Freedom of Information Act 2000 (FOIA) and the associated Environmental Information Regulations 2004 (EIRs) came fully into force on 1 January 2005. Under FOIA anyone may request information from a public authority. The eleven NI Departments are each public authorities in their own right and as such are subject to FOIA.
The Central Freedom of Information Unit (CFOI), staffed by a Grade 7, Staff Officer (SO) and an EO2, has responsibility for the provision of advice and guidance to all NI Departments in relation to FOIA, EIRs and the Data Protection Act 1998.
• Leading, co-ordinating, advising and supporting the NI Departments in their compliance with access to information legislation;
• Convening and chairing regular meetings of the FOI Practitioners’ Group which consists of representatives from the eleven NI Departments;
• Issuing guidance and encouraging best practice in relation to request handling;
• Maintaining central FOI/EIR statistics for the NI Departments, and reporting on trends and significant FOI developments to Ministers and the Permanent Secretaries Group (PSG);
• Meeting regularly with representatives from the Information Commissioner’s Northern Ireland Regional Office to discuss implementation of FOIA as well as general issues arising from FOI complaints.

The Northern Ireland Law Commission is a newly formed independent Commission with the role of advising government on the reform of the law of Northern Ireland. The Commission is drawing up its first programme of work, for which the consultation has recently closed.

The secondment is for the post of Senior Principal Legal Officer (project lead lawyer) within the bail and vulnerable witnesses in civil cases projects. The projects are headed by Commissioners working on a part-time basis (one or two days per week).
Background information on projects
Bail
Unlike the position in England and the Republic of Ireland, we do not have in Northern Ireland a specific piece of legislation that codifies the law in relation to bail. The English legislation dates back to 1976 and that in the Republic of Ireland to1965. Provisions governing aspects of bail are to be found in a number of different statutory sources. The result is a piecemeal approach to a subject of great importance in the context of the administration of criminal justice. The Commission is considering the need for a unifying piece of legislation that brings together the various provisions that currently relate to the subject and also that defines for the first time in this jurisdiction the specific criteria governing decisions on bail both by the police and by the courts. This would be an opportunity not only to consolidate the existing law but also to assess whether there are any weaknesses in the current system of bail. The project would include a specific consideration of existing remand and bail provisions in respect of young persons presently governed by Article 12 of the Criminal Justice (Children) (Northern Ireland) Order 1998.
Vulnerable witnesses
The Commission is considering the reform of the law relating to vulnerable witnesses in civil law cases. Over the course of the past two decades special protections and services have been introduced for vulnerable witnesses in criminal proceedings in order to enhance the quality of their evidence. The Criminal Evidence (Northern Ireland) Order 1999 introduced a wide range of “special measures” to enable such witnesses to give better evidence in criminal cases. Similar legislation was enacted in England and Wales and in Scotland. This kind of improved protection on the civil law side would help in particular victims of domestic violence involved in family law cases.
We propose to examine whether the type of protections and special measures provided to certain witnesses in criminal cases should also be afforded to vulnerable witnesses in civil cases in order to enable better evidence to come before the court.

The Police Ombudsman for Northern Ireland is appointed under Royal Warrant and is a corporation sole. His statutory duty is to exercise his powers in such manner and to such extent as appears to him best calculated to secure the efficiency, effectiveness and independence of the police complaints system, and the confidence of the public and members of the police force in that system.
The Police Ombudsman receives and investigates complaints against the police made by members of the public, and also matters of public interest involving the Police Service of Northern Ireland (PSNI). Where appropriate he makes recommendations in respect of criminal, disciplinary and misconduct matters, in respect of which he may also publish reports and make policy recommendations. In addition to this he has a power to investigate police policy and practice, and to publish the results of any such investigation. He provides extensive statistical and management information to the Secretary of State, Chief Constable and Northern Ireland Policing Board
In undertaking his statutory duties, the Police Ombudsman employs approximately 150 staff in a number of specialist and support roles. The Office of the Police Ombudsman is an Executive Non-Departmental Public Body.
The Office does not currently have a dedicated role for records management and this post offers the opportunity for the post holder to initiate and introduce systems which represent best practice in the field of records management and assist the organisation to meet its compliance obligations in relation to records and information integrity. Background

An opportunity has arisen for a Policy and Legislation Officer in Rating Policy Division within the Central Finance Group of DFP.
Rating Policy Division is responsible for reviewing current rating policy, developing new policies and legislating for final policy decisions arising out of the Executive’s further review of the domestic rating system. This review is one of the Executive’s top reform priorities and is both high profile and fast moving. It also has close links with other major reform programmes currently underway, including water reform and housing affordability.

Development Manager for the Middletown Centre for Autism
The Middletown Centre for Autism is a joint North-South initiative with funding provided by the Department of Education, Northern Ireland and the Department of Education and Science, Republic of Ireland to enable the establishment of a centre for the purpose of supporting the promotion of excellence in the development and harmonisation of education and allied services to children and young people with autistic spectrum disorders (ASD).
It is not envisaged that Middletown Centre for Autism will act as a first tier service or replace local services, but will respond to referrals from those local services.
The Centre will promote collaborative working arrangements between the education services and other professional agencies, including health and social services and voluntary bodies in both jurisdictions.
The Centre will strive to achieve excellence in its provision. It will provide a model of best practice in assessing the educational needs of children and young people with an Autistic Spectrum Disorder and in establishing working partnerships with those involved in providing and operating services at local level.
The Centre will provide: -
-a lead for, and offer exemplars of educational intervention;
-a lead for the training of parents and professionals;
-a research facility; and
-an outreach support service complementing current and developing service provision.
The Centre is expected to begin to offer services on a phased basis from mid-2007.
An Executive Group made up of officials Special Education and Building branches from both Departments is currently running the project and is undertaking work to establish a limited company to run the Centre, appoint a CEO and senior management team and undertake the refurbishment of the Middletown site (formerly St Joseph’s Adolescent Centre) to house the Centre.
This is an important and innovative project, which aims to provide a unique all island facility for children and young people with autism. This secondment offers a unique opportunity to participate in the development of the Centre and its services.

New Projects Executive with Action MS (AMS).
Action MS (AMS) was established in 1976 to provide support for people living with multiple sclerosis, their families and carers in Northern Ireland. It has a headquarters in Belfast and a north-west office in Coleraine. Services provided have been expanding and now include Careline, a free telephone counselling service, befriending, Medicare Breaks, Advocacy, support for children who have a parent with MS, focus groups for young people who have MS, information and support.
AMS plays a major role in working with the statutory sector to identify gaps in provision and seek a partnership solution. It is also involved in socio-medical policy research with a strong UK and (increasingly) All-Ireland perspective to link better understanding with resource planning and policy design. It is evident that AMS will need to increase further its scale and effectiveness of operation, and enhance its partnership working to respond with increasing effectiveness to a significant volume of need among the MS population.

A study has been carried out to evaluate the feasibility of consolidating these web sites with a view to improving usability for citizens and reducing the cost of maintenance. The study produced a vision for a consolidated NICS web presence that has been agreed by the NICS Editorial Board and the NI e-Government Board. Work now needs to be done to complete a business case to secure funding to implement that vision. The scope of the web consolidation project will be NICS Departments and their Agencies.

It is seeking to develop a comprehensive action plan for the Borough which will address concerns in relation to community safety.
The opportunity offered is to service the work of the Community Safety Partnership and to build upon the Community Safety Audit which has already been carried out. From this a strategy and action plan will be developed which will include the designing/management of appropriate programmes/initiatives in conjunction with local communities/agencies which will address the issues identified.

BT is operating in partnership with the Council in theis project and is commissioning te necessary hardware and software to deliver the project from a technical perspective. Discussion has already taken place with BT on the integration of new systems with the Council's current systems and most of the technical background work has already been completed.
